Do You Need a Permit for Outdoor Signage in Dubai?
Quick Overview: Permit for Outdoor Signage in Dubai
Outdoor Signage Permit Dubai: Which Authority Approves What
Several bodies are involved, and each one covers a different part of the process. Dubai Municipality approves the content of the advertisement through its Advertising Section. Mada Media, described on its own site as the entity authorised by Dubai Municipality and the Roads and Transport Authority to issue advertisement permits, handles the permits themselves, split by location: vehicles, buildings, right of way, and land. The RTA is involved for right of way permits, and third party sources report it also reviews signs that face a public road. Where the land belongs to the Dubai Development Authority or a free zone, a separate authority may apply, which is why the same sign can follow a different route in two different parts of the city.
Third party permit consultants also say that no commercial sign is exempt on size alone. We did not find an official size based exemption, so the safe assumption is that a small sign still needs checking before it is installed.
What You Usually Need to Apply
Confirmed by Mada Media
- A valid trade licence for both the company requesting the advertisement and the company that will install it.
- A land owner NOC for building mounted signs.
- Content approval from the Advertising Section of Dubai Municipality, required for all types of advertisement.
- A 3D copy of the proposed design and the advertising board, plus a letter stating the purpose and the start and end dates, for right of way permits.
- Extra approval near rail where the location falls under the Rail Agency, meaning near the metro or tram route.
Commonly requested, so confirm with the authority
Permit consultants regularly list an Ejari tenancy contract, a passport copy of the owner, a photo of the shop front, Arabic text on the sign, and a sign name that matches the trade licence exactly. We could not confirm each of these on an official page, so treat them as items to check rather than guaranteed requirements.
Rules That Catch People Out
- Visibility and walkways. A sign must not block a driver's view or interfere with a pedestrian path, and it must not conflict with traffic guidance signs.
- Setback. Temporary boards and flags on the right of way must sit at least the height of the sign plus 1 metre back from the road edge.
- Lighting and additions. Cutouts, add ons and internal lights are not allowed on a board without a permit, and where lighting is approved it must be fixed to the board.
- Responsibility. The installing company is responsible for damage, maintenance and cleaning, and the advertisement must come down when the permit expires.
- Withdrawal. The RTA keeps the right to withdraw a permit or remove boards that affect traffic safety or breach the licensing conditions.
How to Get Your Signage Approved
1. Confirm where the sign sits
Building, land, or right of way, and whether the site falls under Dubai Municipality, the Dubai Development Authority or a free zone. This decides the route for everything that follows.
2. Get the landlord or land owner NOC
For building signs the permit depends on it, and the permit validity follows the NOC. Ask for it early, since it can take the longest to arrive.
3. Finalise the artwork and get content approval
Lock the design, dimensions and wording before you apply, because the content itself is what Dubai Municipality approves.
4. File through the right applicant
For right of way permits the application is made through RTA credentials and the permit is issued to the advertising company, not the end customer. Agree in writing who files and who holds responsibility.
5. Install only after approval, then remove on time
Mada Media notes that where NOCs are needed, a preliminary approval gives you 2 weeks to obtain them and the permit follows once they arrive. Fabricate to the approved drawing, and take the sign down when the permit period ends.
Common Mistakes
- Ordering the sign before approval. A change requested at the permit stage then means rework on a sign that is already fabricated.
- Assuming a temporary banner needs nothing. Temporary boards, flags and directional signs on the right of way have their own permits and setback rules.
- Skipping the landlord. Without the land owner NOC a building sign permit cannot proceed.
- Using last year's checklist. Fees, forms and processes change, so check the current requirements with the authority each time.

Frequently Asked Questions
Do I need a permit for a shop signboard in Dubai?
In most cases yes. Mada Media's building permit covers ground floor shop signage and shop front advertising, and it requires a land owner NOC. Confirm the exact route for your premises before you install.
Who approves the content of the advertisement?
The Advertising Section of Dubai Municipality. Mada Media states that content approval is required for all types of advertisement, in addition to the permit itself.
How long does a signage permit take?
It depends on the permit type. Mada Media lists 3 to 7 working days for right of way permits, but other routes and NOC steps can take longer, so start as soon as the design is fixed.
Do temporary banners and flags need a permit?
Temporary boards, flags and directional signs on the right of way need a permit, and they must sit at least the height of the sign plus 1 metre back from the road edge.
Do free zones follow the same rules?
Not necessarily. Free zones and Dubai Development Authority land can involve a different approving authority, so confirm with your free zone or landlord before you apply.
Can I apply for the permit myself, or must my signage company do it?
For right of way permits, both the requesting company and the installing company can apply, but the permit is issued to the advertising company. For other permit types, ask your signage provider and the authority who files.
